Thanks to George Costanza from the GTA Forums, his new Downgrader Tool can easily convert the Rockstar Games Launcher release of the game to the retail version. Download the RGL III Downgrader gtaforums.com. Extract the contents of the zip archive you just downloaded and place the files into the root of your Grand Theft Auto III folder. I make the downgrade with RockstarNexus Downgrader and i have manually installed all the mods with the modloader, it works normally. I don´t install the.ASI files in the Grand Theft Auto San Andreas folder, only on modloader folder.
About This File
This downgrader will take the certain Steam versions of Grand Theft Auto: San Andreas and downgrade them to their original version 1.0 counterparts.

Why downgrade?
Later versions of San Andreas over the years have made a number of changes to the game such as removing songs, textures and animations along with editing the game's script. They've also added in a few protections against things such as Hot Coffee. Due to these changes, a number of modifications such as SA-MP will outright reject new versions. This downgrader restores all the original files, not only making your copy a more complete San Andreas - but also enabling the use of popular modifications.
Known Issues
There are a few minor issues that come with downgrading, however all can be fixed/prevented.
- Saved games from Steam copies won't work. You'll need to either convert them using this tool or use a Steam SCM and SilentPatch.
- Only English and Spanish will appear as language options. You can replace the 'english.gxt' with the GXT for your language. A future update to SilentPatch might also unlock the language options.
After downgrading
I recommend either moving or copying your San Andreas folder to another location to prevent Steam from making any further alterations to the files. Installing SilentPatch and SkyGFX is also highly recommended to address any remaining issues with San Andreas.
Crashes
Try the following:
Deleting your gtasa.set file in 'Documents/GTA San Andreas User Files'.
Removing any modifications.
Remove any saved games from previous versions of the game (if this fixes it, read the topic again more carefully)
Delete the game from Steam, re-download it and then reapply the downgrader.
Still crashing? Check your computer setup for malicious programs and/or configuration. People have a tendency to blame the game/developers before checking their own setup that's likely causing the issue.
Legal
This downgrader relies on binary differences so no game files are being distributed. It requires a legally purchased Steam copy of Grand Theft Auto San Andreas in order to work.

Downgrading
First, make a new folder in your game dir called DLC, inside of it make 2 folders: TBoGT and TLAD. Inside each of those folders, create a folder called content.
Navigate back to the game folder, go into TBoGT and move all the files from there into DLC/TBoGT/content, then navigate back again, go into TLAD and move all the files from there to DLC/TLAD/content.

And extract it into your game directory.
Gta 3 Downgrader
If you have GFWL installed already, at this point your game should be ready to go. If you don’t, download it from here and install it, after you’ve done that, you can now launch the game through Steam normally and it should work. Sometimes it may take a few seconds for GFWL to recognize the DLCs and the game will boot into the GTA IV menu, if you wait a few seconds the Quit button will change into a Back button and you’ll be able to access them normally.
If the game asks for a serial, you can either enter your old IV or EFLC serial from before March 19, find one on the internet or from a friend, or buy any game with GFWL still included (e.g. Flatout: Ultimate Carnage) and enter the key you get from there.
